Well, then what about Monowall (http://m0n0.ch/wall/)? It'll run on 
regular PC hardware (runnning on a 64meg Pentium-180 system at home), the 
net45xx/net48xx communication computers from Soekris Engineering 
(http://www.soekris.com/) and the Wireless Router Application Platform 
from PC Engines (http://www.pcengines.ch/). Or just roll your own with 
MonoBSD (http://m0n0.ch/bsd/).
