No, NT 3.51 is based upon OS/2 release 1. When Microsoft and IBM split over
the product, M/S based NT on it, IBM retained the name and based OS/2 2.0
on it. AFIK both were major rewrites.

Any similarity between NT and UNIX or unix or Unix, or whatever is accidental,
except for POSIX compliance which was added later and is not complete.

That does not mean that there are not parts of other operating systems in
NT, for example OS/2 did not have TCP/IP support. M/S lifted the BSD
TCP/IP stack for NT, IBM used a different one for their OS/2.
