It means it's your decision... 

The basic idea in the American *REPUBLIC* is that 99% of every decision
is yours to make.

Government interference is a last resort only, and the judiciary system
is only for when mano-a-mano fails to be productive.

Unfortunately we've gone far, far away from that.
