there was nearly such a thing in the Apollo's OS, Domain OS, more
precisely in the DSEE (Domain Sofware engineering environment) You were
able to describe how to build something from its sources, just like
with make, then    select which sources versions you wanted for that
build,
 and the source given to the compiler was the version selected without
checking it out of the source database.
parts of DSEE are still alive in the HPUX environment.
