Receivers emit (transmit) low-level signals as a by-product of their
design - that is why that are noted as Part 15 compliant, because their
spurious emissions are below certain levels. The issue is not one of
technology, but of application - the flight crew wouldn't allow anyone
to knowingly use an FM radio on a flight, but if it is part of a CD
player, they just don't catch it.
