I agree, everyone's doing this the "Hard way".

Its simple.  I had a CVS server, with non-UNIX-passwd-auth/login even, up
and running in less than an hour.  Its been in use for over 1.5 years now
in a production environment, and has been moved between machines twice.

Setting it up for local-only use is even MORE trivial.  Thirty minutes,
max, and thats if you've never touched it before and have to read the docs
first!

Its possible to have big nasty hairy CVS setups, but its also possible
to have simple efficient CVS setups.
