[geeks] FBI vs. bandwidth thieves

OK, I got the link from /. , but I am baffled as to where the FBI gets
jurisdiction?  And for that matter, isn't a violation of a "customer
service agreement" a civil matter?  And how can the FBI seize property
without charging someone with a crime?  I'm not sticking up for the
people involved, they agreed to the rules, but the FBI?!?!

Is the gov't et.al. so scared of communication by people that everything
relating to computers/internet is automatically stuffed under some
terrorism bill or something?  I am missing a piece here somewhere, do we
have somebody in the Toledo area that can fill me in?
