Well, it *could* be - but the problem with blocking at the ISP level is
that you'll have that 1% of whiners who bitch and demand that you take 
*JUST THEM* out of the spam filtering setup, or that you give *JUST THEM*
control over exactly what gets blocked.

Jump.Net had this problem after they got borgified by ALGX - and lost a
few customers because of it.  They either wanted control over the spam blocking,
or none at all.  ALGX wasnt going to give them either option.

On that note, my recent spamassassin reports:
