Less that and more like he refuses to integrate it into his kernel.

There has been nothing keeping people from developing it; he just won't
accept it.

It has been developed, btw, and has led to a great amount of bugs being
fixed.

Yes.  Linus sometimes picks up some weird ideas and refuses to let go
of them.

Doesn't mean he can't be conviced, however.  He just needs to hear the
right argument.
