$10K in PayPal? What they hell are you doing with a paypal account for 
that amount of money?

They are on reasonable grounds to shut down an account that is moving 
that much cash around... They are not trying to get around federal 
regulations over cash transactions over a certain threshold.

Heck, you could say they shut down the account to prevent you from being 
so irresponsible... ;^)
