Your neighborhood could be out of "free" pairs of copper - when I had ISDN,
I frequently had that pair "stolen" to provision a second or third line in
my neighborhood...

After I complained to the regional servise manager that *everytime* I saw a
BA truck in my neighborhood I lost my ISDN line, they promised to physically
mark the pair as in use...and the problem stopped...
