Depends on the area.  I've seen T1 service here for ~$500-600/month, plus
local loop, so its certainly doable.

personally, I get 2 megabits (minimum) off my cablemodem, with 45K 
uploads, and this is more bandwidth than I ever thought I'd have at
my house (I thought ISDN was of the gods..)...

When I worked for a large ISP herein town, the owner always had a T1
run to his house "just because", since he didnt have to pay for the
ISP side of it (of course), and he ususally finagled deals out of whatever
telco.. ("give me a zero-mile local loop to my house, and I'll buy xxx number
of T1s from you for customers..").  I think at one point he was paying
a total of $200/month for a T1 at home.
