Do both disks have identical Seagate part numbers? Just because they both say
9GB doesn't mean they are constructed the same way.

You might try prtvtoc on the "good" disk and use the output as input to the
fmthard  on the "troublesome" disk.

man prtvtoc
man fmthard

Does anyone know how to change the disk format of a drive that's been
used in an A1000?  Seems like that makes fewer cylinders available than
the same drive in a Sun system like an Ultra 60.  I tried doing the
low-level format (format command, format sub-command) but that didn't
change anything.

I'd like the disk (Seagate SCSI 9GB) to have the same number of
cylinders as the other one, for Disksuite disk mirroring.
