This isn't a file permissions issue:  Look at /etc/auto_master.  /home
isn't a real UFS file system, but a mount point used by the
automounter.  What you want to do is create the users' home
directories in /export/home.  When user "xyz" logs in, the system will
automatically mount /home/xyz on /export/home/xyz.  See automount(1m)
for more information.
