The latter (or chmod -R a+r) would be very much preferable.  Half the
point of the nobody UID is that the nobody user should NEVER own or have
write permission on any files.  Thus, in the event some goblin manages
to compromise a service running as nobody, it's of little import because
he can't actually change anything.
