[SunHELP] restrict passwd?

Hi,

Is there a way to force the users to use
not just normal characters, but numbers and
special characters as well in their passwords?

I've set MAXLENGHT in /etc/default/passwd
but I think it's not enough in a public server.

Or is there a tool like chattr in Linux what I can
use to disable the modification of the shadow
file, so they need to use those passwords what 
I've set them before?
