[SunHELP] devfsadm ?

can anyone help me, how create device manually with
"DEVFSADM"  ?  
fyi :
 i want install Solstice Frame Relay 2.0.1
 in solaris 7 in E 250 but i got "warning" :
 "Driver (fr) successfully added to system but
 failed to attach"
