[SunHELP] UX: useradd: ERROR: uid 100 is already in use. Choose another.

my useradd refuses to make users with uid greater than 100.
useradd -u (n > 100) works fine, and passmgmt -a testuser, works
fine too. building a wrapper around useradd works too.
it is not that I don't have a workaround for this "problem", it is much
more that would like to know _why_ useradd behaves like this.. and how
to fix it.
