FWIW, it was only during the betas of Windows 2000 that Alpha support was
dropped - I have a PWS500a running (IIRC) beta 2.

The VMS hobbyist program is still alive and well - I got fresh licenses for
VMS for VAX/Alpha/Integrity and download links less than two weeks ago. Let
me know if you'd like me to dig up the details on what you need to do.
