As of release 2.0.4, LibreSSL compiles on Tiger & most likely prior
versions (they bundled headers for functions such as strncpy which is
missing on such older systems)
If you need modern user land tools to use, I've started bulk building
packages for PowerPC OS X from pkgsrc (host currently serving the
packages is a little unstable atm but packages are being built).

As pointed out on cctalk list when I mentioned it, there's also the
tiger brew project & obviously macports which support legacy OS X.
