There should be some low level format tool on the machine to format the
floppy.  Then used the "dd" command to copy the source to local hard drive.
Then use "dd" to write back out to the newly formatted floppy.   You are
probably need to give some additional options of time kind to dd to get it to
work correctly.

I don't remember the name of the floppy disk format tools anymore...
