I would suggest removing the loose particulate matter.  Then I would use one
of those products from the pet store to remove urine and feces. Mouse pee
really stinks when wet.  If you could remove the cage, I would wire wheel the
metal.  If the plating is ruined, maybe a quick coat of Krylon might be
necessary.
