Hmmm. AFAIK the DECserver 200 is the only "LAT-only" DECserver, the
DECserver 300 does TCP/IP and reverse telnet, but doesn't understand the
telnet break-command (to send a serial break to the connected machine).
Today the best would be DECserver 700, but they are still expensive.
