Why don't you just get a recent cheapie motherboard with a PCIe x16 and 
two x1's and run a cheapie dual-head card in the x16 and run two 
exceedingly-cheap x1 single-head cards?  You should be able to pull the 
whole thing off including motherboard and processor for roughly $300.
