They aren't window managers.  They may have a recommended window manager
to use with them (like Metacity for GNOME), but they aren't actually
window managers.

Nor are they precisely widget sets either since KDE is built on the Qt
widget set and GNOME is built on the GTK+ widget set.  However, GNOME at
least does offer a lot of GNOME widgets to extend GTK+.

They advertise themselves as desktop environments, offering up bars like
the windows start bar (although GNOME calls it the GNOME panel),
accessory applications, GUI config tools, games, extensions to the
widget set they run on, etc.  Except I think that by now even that is an
excessively simple description of what they do.

Oh yes, and most of all, they support the hardware manufactors by trying
to drive you to upgrade your hardware.

Metacity (the official window manager for GNOME) has less features that
WindowMaker, Sawfish, FVWM, and numerous other window managers.  And yet
somehow it also manages to be slower.
