Not always an option.  I've seen cars on which you MUST have the
headlights on to be able to turn the foglights on.  I've also driven in
states -- Washington State springs to mind -- in which, even if you have
really high-quality fog lights (as I did), it is illegal to turn your
headlights off and drive with just the foglights, *even if you can see
better that way*.  I also narrowly avoided a ticket one time from a
Renton cop who was utterly bound and convinced that there was absolutely
no difference between fog lights an driving lights, and would hear no
differently.

Of course, if you buy the $39.95 shit from $LOCAL_AUTO_PARTS_STORE,
there *IS* no difference except that the fog lights come with a stupid
amber lens.  Beam control?  What's that?  It's all about the magic
fog-piercing yellow!  Everyone knows that!  Duh!  I once actually saw an
article in the auto tips column in a local paper saying that in an
emergency, you could convert your headlights into foglights with a
yellow hilighter.  It's enough to make you weep.
