And don't you already have the X-Bow, PSU, and main board of an Octane2? 
Reportedly, the R12k-400mhz is a linear 33.3% speed up from the 300s,
and they use less power (since they are really a NEC R12000A instead of
a NEC R12000).  I guess it isn't until somewhere in the R14k line that
they really saturate the memory bus.

On a side note, it is possible that one could affordably upgrade a R12kA
360 or 400 to a R14k chip by sending it to an BGA rework house.  One
would have to actually get their hands on the proper data sheets though,
and as NEC is contracted to sell those chips (R12000As and better) to
only HP and SGI, the data sheets are hard to get.

Although I seem to recall Francisco Javier Mesa-Martinez making a
comment about having a copy...
