   Yes, they can.  I believe that either some of the VMS doco or
the manuals on the DECservers themselves will have what you need.
There are examples of using them to drive outgoing modem-pools.

   Contact me off-list if you need assistance.  One of my good pals
is a VAXherd and knows about this sort of thing.
