In CA it's only illegal if it violates the color reqs for
side/tail/etc *and* the tubes/lights are visibile.  They
don't bother motorcyclists that add lights to their bike
wheels, etc., though.  I guess they figure it is a positive
trade off for safety.  I'm considering adding some low-key
light mods to my motorcycle for this reason (many motorcycle
accidents are side hits after dark).
