Oh, and to answer your question, win3.1 doesn't really support CGA. But,
IIRC, I was using a perverted win 3.0 driver, since win 3.0 was perfectly
happy on a 286 with CGA.

It should still be available out there for download, IIRC I got it from
microsoft's FTP archives. The PC speaker driver, too.
