I guess this is going OT, but my opinion is that simply passing a law
that forging email headers is illegal would pretty much fix what needs
to be fixed.  That is, all those viagra and home mortgage spams are
not actually from i45xgh at hotmail.com or whatever.  Force them to
disclose the tru origin of the email and the rest of us can filter at
will.
