Yes, OpenBSD requires a single boot floppy for most hardware (most 
notable exception I can think of is PCI sparc boxen).  Then it grabs 
the rest of the distro from the 'net.  You can pre-fetch the files over 
your slow link to a local file server and then whenever you feel like 
it do the install over your LAN.
