[rescue] 2 FSBE/S in an IPC - Not possible ?

Hi all,

So I have this nice IPC sitting here, and two FSBE/S doing exactly
nothing. *This is bad* (tm).

So I put the two FSBE/S into the IPC, plug my favorite serial console,
and power-on the thing.

All that happends is 'Data ac'. Nothing more.

Open the thing, remove both cards, power on. Boots nicely.
Put one FSBE/S back in : it boots.
Put the other back in : 'Data ac'.
Remove first board : it boots.

I also tested with a DSBE/S (differential version of the FSBE/S), with
the same result.

These cards are working nicely (tested in an SS5). So, is my IPC
flacky, or is it just not possible to have two FSBE/S in such a box ?
Or maybe I don't have the right prom version (mine is 1.x) ?
