Where the hell did this come from?  If this is the case, then why on earth 
would manufacturers make single-phase 115VAC breakers rated for 30Amps?

Why would manufacturers make standard outlets which were listed as rated for 
20 Amps and sell them with UL Listed stmbols on them?

And last, but not least, why on earth would manufacturers make 12/2 copper 
wiring for houses?
