Cost. Intel decided that their future was based upon 2 things:

1. Lower price. i.e. leave off as many features as you can.
   This brought the first P4 in at $349 list as opposed to the
   "closest" PIII at $549.

2. Clock speed. As other people have said here, it has nothing to do
   with performance, just a number.
