all the "smart" power supplied (starting with the sparc5/20 and above) remember
what their previous state was before losing power.  if they were off, they
stay off, if they were on, the power back on.  if yours doesn't do this there
may be something wrong with your power supply, unless there is a way to
over-ride this behavior that i am unaware of.
