You bet!

See KN article Q234216 for details on how to reboot using a batch file.

Combine that with the task scheduler that comes with Windows 98 (you may
have to install additional components via the Add/Remove Programs
control panel applet, under the "Windows Setup" tab, in order to get
this), and you can easily schedule that batch file to run at a given
time.

I use the Task Scheduler to run the NET TIME command to automatically
update the time on my workstation against the PDC, which is set via NTP,
and thus keep my systems in line.  Works great.
