FCC Type certification for RF/EMI emissions.  Class A - Business only,
Class B - Business/Residential.  I don't think I've ever seen a big
mainframe that was Class B certified.

I don't think you'd have to worry about it, unless your Cray J90 was
nuking cable TV reception in the entire neighborhood.  Illegal,
yes...chances of you actually getting caught/prosecuted, almost nil.
