Hello,

1.  Very good idea.

2.  To reduce noise and help people filter out stuff, suggest it be sent in
either a "digest" mode, or, perhaps, send out with links only to a series of
web pages describing the position, e.g. :

Sr. Sysadmin needed for growing hospital in St. Louis , MO area.  5+yrs
experience, familiarity with SNA a big plus.  Salary to $90K, plus
first-rate dental, medical benefits.
<link to full description, etc.>

3.  Perhaps you could turn it around and have people indicate which state(s)
or areas they are interested in.  When a recruiter enters the info, they
indicate the state(s) that positions are available in.  Then email is sent
to only those registered as being interested in that state.  (You could do
this with PHP + PostgreSQL, then run a cron job every night to pull the
latest postings and send them off).
