Paul,
         Check the permissions - again :-)    r+x for world
         Make sure the script works from the command line (#! 
/usr/local/bin/perl (or whatever) is in place for example)
         Is ScriptAlias defined for the site in httpd.conf ?
         Are you using loadable modules? if so is cgi_module.so loaded.
         Check the error logs (ensure they are correctly defined in httpd.conf)

Some  of this may seem a bit obvious but it's what usually goes wrong.
