I've been reasonably happy with the HP Procurve 1810G-24.  Its successor,
the 1820G-24 is in your price range.

Regarding the 1810, while they are managed switches (with decent VLAN
support), they're managed via web service, rather than over SSH or serial.
As web services go, it's not a hateful one.  There's no Java required, for
instance.

Authentication is a simple password, with no option for multiple
usernames, keypairs, LDAP, AD, or YP, so you'll want to use VLAN support
to fence that off to a trusted port.
