Red Hat has historically sold XFS support as a layered product on top of
the cost of the base OS subscription, the "Red Hat Scalable Filesystem"
addon.
I imagine the primary reason they delayed making XFS the default is that
they didn't want to give up the revenue.

I seem to recall Linux JFS was based on the OS2 PPC / "Workplace OS"
JFS, not AIX code. If that is indeed the case, it might explain the
state of maintenance.
(Whatever happened to "Workplace OS" ? Did the AIX kernel personality
ever make it into customer hands?)
