Number of guns per capita is different than number of gun owners.

In America it is not unusual for a gun owner to have several guns (say a
rifle, hand gun, and maybe a shotgun), while in some other countries because
of government policy citizens may be required to keep a government-issued
firearm in the house as part of a militia program. Such a household would be,
in my opinion, unlikely to possess additional firearms beyond the
government-issued weapon.

In 'guns per capita' America will win because of individuals with multiple
firearms, in 'gun owners per capita' a country that requires household gun
ownership will win.
