I bought a dual tuner HVR-2250, it does NTSC, ATSC, and QAM on both  
tuners. If push comes to shove, I have two basic/free converters I can  
lash up to the computer, and this card provides two IR blasters and  
two sets of inputs.
If any card is going to give me what I want, it will be this one. The  
cheaper cards don't seem to support IR blasters, and this card was  
just a bit more expensive than two cheap cards.

The Windows Media Center is 'baked in' to many/most versions of Win7,  
and includes some free programming (PBS, CBS, NBC delivered HULU- 
style) as well as supporting Netflix.
