That's the whole point of proposition 14. It gets at 2 popular candiates on
the ballot and lets anyone who wants to run have a chance of getting elected.

I can see some fine tuning of the details, such as make the first elections
in October and the run-offs in November, and possibly make it for more than
2 candidates, such as anyone with 25% or more of the vote.

However IMHO, not only does someone who got less than 25% of the popular
vote have a chance of being elected, his supporters have little chance of
getting their "voice heard".
