So the IDE controller works (CD-ROM boots), do you haveany other  
drives to try? Where was this rescued from? Could they have deeply  
erased the drives OR could the drives simply be dead?

Pitched machines may work fine, may have slight problems, or might  
have profound issues - both drives are what,  ten plus years old? Try  
and find a new/another drive.

The jumper settings are dependant on the cable used, not the  
controller. The OEM IDE cable should be straight (not cable select).

Do the drives even spin up?
