[geeks] Video Casting setup?

I am looking for a solution to allow me to record the output from  
potentially 2 wordinary USB Webcams (switching between them) with a  
Voice Over.

Needs to be free as in beer and would be nice if I could hook it to  
USTREAM somehow too but not essential.

Have zero experience in the field so be gentle :)
