You can use OpenACS (openacs.org) which runs great on Solaris/Linux
etc.

They have "subsites" where you can control who is part of each
subsite.  And in each subsite you can have the file-storage code.  You
can also do bulk uploads of zipped files and it will un-zip them for
you.

I have been using this for some clients and they like it a lot.

Note: requires Postgres, TCL, AOLserver.
