That's assuming your mugger can hit the broad side of a barn at ten
paces.  Most of them can't.

Really, though, the comment is a response to the gun-control advocates
who swear up and down that if we just get rid of all the legal ways to
get a gun, crime will magically stop just like that.  It doesn't occur
to them that gun-control laws do not hinder criminals because criminals,
by definition, do not obey laws.  Banning legal gun ownership would just
make the black market that much more profitable -- a lesson that the US
Government failed to learn from prohibition, and is stubbornly and
determinedly not learning again in the War on Drugs.
