So what constitutes a concealed weapon?

If I am not wearing a jacket, my shirt is tucked in and I have a holstered
sidearm, is it concealed?

What if I am wearing a jacket and it falls over my belt holster, is it then
concealed?

Does the holster constitute concealment?

I ask because my state doesn't have much gun regulation unless its
concealed. If I'm not concealing I can go buy a gun today and there is no
licensing required.
